In the remote rural area of Zohora Mouth in Elliotdale, Eastern Cape, the non-profit Bulungula Incubator has driven a quiet revolution in child development over the past 20 years, spanning young people's lives from conception to career.
In 2026, the incubator celebrated the graduation of the community's university students who had progressed through the full spectrum of their education programs, from the formative years in its early childhood development (ECD) centers to preparation for matriculation into high school, established in 2019.
Regen Woodroffe, director and co-founder of the Bulungula Incubator, describes the organization's efforts as an example of “place-based development”, with context-specific, deep focus on a particular area. By treating health care, nutrition and education not as isolated issues but as interconnected drivers of human potential, the Incubator has fundamentally changed what it means to grow up in a deeply rural community.

“We talk about depth…it takes 20 years to have this kind of impact,” Woodroffe said. “And then also scaling, which is the emergence of other organizations (and) enabling individuals who have good ideas.”
