The ongoing leadership of the Nelson Mandela Bay Metro raises zero concerns as Parliament investigates irregular job recruitment and the absence of an acting city manager.

On Wednesday, 6 May, just after lunch, the chair of the Portfolio Committee on Cooperative Governance and Traditional Affairs (Cogta), an increasingly angry Dr Zweli Mkhize, looked up from his laptop screen at the Nelson Mandela Bay Metro delegation.

“I have a circular informing me about two positions (advertisements) (in the Metro). It is in Traffic and Licensing Services, Grade 4, with a salary range of R201,000. Do you remember this?” he asked Jackson Ngselwane, Metro's chief financial officer. The circular was apparently signed by Ngselwane as acting city manager.

Ngselven replied, “When I was sitting here, I was informed about the same circular. I don't know how my name appeared in the internal circular in which I was described as the acting city manager.”

The committee had spent the entire morning questioning the flawed processes used to appoint yet another acting city manager for Metro. Permanent City Manager of Metro, Dr Noxolo Nqwazi has been suspended And is currently on trial for fraud, corruption, money laundering and violating the Municipal Finance Management Act (MFMA).
