President Ramaphosa's announcement in his 2026 State of the Nation address of a R50 billion investment in data centers over the next three years indicates that South Africa recognizes digital infrastructure as the foundation of economic growth. The question now is not whether digital transformation will happen, but whether South Africa will engage in it leaders of digital transformation in Africa. I believe we have everything we need to lead, and momentum is growing.
Digital infrastructure has become the foundation of economic competitiveness. Companies can set up operations anywhere with reliable digital infrastructure, making South Africa's progress vital to attracting growth and investment. AWS's journey here demonstrates this capability.
From innovation hub to regional leader
We have been in South Africa since 2004, when we opened our first development center in Cape Town, where engineers created the Amazon Elastic Compute Cloud (EC2), revolutionizing how businesses globally access cloud computing potential. Since then, we have been committed to adding a Our investments are projected to add R80 billion to South Africa's GDP by 2029.
Beyond our data center investments, in february 2022We commissioned a 10 MW solar plant in the Northern Cape province, which was majority owned by black women and operated by a wholly South African owned company. The feature avoids an estimated 25,000 tonnes of carbon emissions annually, demonstrating that digital infrastructure and sustainability go hand in hand.
bridging the skills gap
Infrastructure alone is not enough. We need people with the skills to use it. The digital skills gap in South Africa represents both our biggest challenge and our most important opportunity. AWS has trained more than 200,000 South Africans on cloud skills. In August 2023, we opened our skills center in Cape Town – only the third globally and the first outside the United States. Since launch, we have trained 51,000 learners, providing youth and small-medium enterprises (SMEs) with the capabilities they need to thrive in an AI-powered economy.
We have launched our first Think Big space in Africa at our Cape Town headquarters, aiming to reach 10,000 learners in grades 8-12 across six provinces through partnerships with local non-profit organizations (NPOs) like Tangible Africa. We are directly training 100 teachers in computational thinking, block coding and basic fundamentals UNESCO reports challenges in Sub-Saharan Africa's STEM education.
Globally, we have provided free AI skills training to two million people as part of Amazon's AI Ready initiative from 2023. This commitment reflects our belief that the transformative power of AI should be accessible to everyone.
AI opportunities

AI represents the biggest opportunity since cloud computing and possibly the Internet. We believe agentic AI capabilities will transform nearly every customer experience, moving from mere information systems to AI that plans, reasons, and executes. This is different from previous technological changes. It is fundamentally reinventing how businesses operate at a breathtaking pace. We have never seen a technology adopted more rapidly than AI and while AI will have the greatest impact, it took 40 years for electricity to get where it was going. It appears that AI is advancing ten times faster.
However, this must be done responsibly and we know that AI must serve communities equally. Responsible AI development means building safety, transparency, and security in from day one, not forcing it on later. It also requires that we support AI adoption. AI and automation will create jobs that we cannot even imagine. But for that we need skills. We believe it is our responsibility to help prepare workers to be part of an AI-driven economy.
building on policy momentum
National Data and Cloud Policy 2024draft Digital Government Policy Framework 2024and this Roadmap for Government Digital Transformation 2025-2027 To collectively signal to the country that it is serious about digital transformation. These frameworks create the foundation for accelerated digital adoption across sectors. mayamzansi The app – South Africa's integrated digital government services initiative – demonstrates what is possible when policy meets implementation.
Four priorities will determine our success: expanding connectivity beyond urban centres, digital operations that maintain reliable and affordable energy, regulatory pathways that make cloud adoption practical across all sectors, and investment frameworks that attract large-scale infrastructure and innovation.
Commitment to the development of digital infrastructure, especially expanding access to deprived areas, will unlock growth. Government initiatives around broadband expansion and data center development are encouraging; Clear timelines and public-private partnership framework will accelerate deployment, especially for rural connectivity.
way forward
The foundations are in place – government policies supporting digital transformation, infrastructure investments that build connectivity, and skills programs that prepare the workforce. Now we need to accelerate deployment, especially in underserved areas where digital access opens up the greatest opportunities. AWS is committed to partnering with South African policymakers and businesses to make this vision a reality. With the right combination of investment in infrastructure, skills development and regulatory clarity, South Africa can create opportunities for all its citizens in an AI-driven economy. South Africa's digital future is being built today.
